Job Description: Wyandotte Technologies - On Contract to WAPA - Folsom, CA
Background: This position will provide operations and planning support services to the Sierra Nevada Region (SNR) of WAPA in Folsom, CA. Western Area Power Administration’s (WAPA) statutory mission is to market and deliver cost-based hydroelectric power to the Central Valley Project and other customers, as well as provide other related services. Western’s service area covers 1.3 million square miles. WAPA’s wholesale power customers provide service to millions of consumers in 15 western states. WAPA operates and maintains 17,033 miles of transmission lines, 300 substations and other related facilities.
Summary: The Operations and Planning Technical Specialist shall develop, maintain and implement processes and procedures relevant to WASN's Planning Authority functions as defined in NERC and WECC Reliability Standards. The contractor will be responsible for maintaining Reliability compliance documentation for NERC and WECC audits including but not limited to: annual self-certification, spot checks, data requests and full audits. The contractor must have in depth knowledge of the NERC reliability standards, transmission operations and transmission planning. The Operations and Planning Technical Specialist must have excellent written and verbal communication skill to enable them to interact with WASN Planning Authority customers, transmission planners, engineers, other Planning Authorities, compliance personnel and NERC or WECC auditors.

Contacts will include: Transmission Planners, Transmission Owners, Transmission Operators, Generator Owners, Generator Operators and Resource Planners from TANC and the entities within BANC which includes City of Redding, City of Roseville, City of Shasta Lake, Sacramento Municipal Utility District, Modesto Irrigation District and others that may be added at later dates.


Scope of responsibilities include:
• Develops and maintains a Planning Authority working model, its processes and procedures required for the Planning Authority function within WASN Operations and Planning Department, as required. Full compliance is mandatory with NERC and Western Electric Coordinating Council (WECC) Reliability Standards
• Develops and maintains all related documentation to meet all NERC and WECC Reliability Standards for audit requests and activities.
• Develops processes, procedures and a Planning Authority working model needed to meet and maintain the documentation requirements of NERC and WECC.
• Develops and maintains the processes, procedures and working model to remain compliant with NERC Planning Authority requirements. The Planning Authority will communicate, coordinate, and integrate the respective plans of TANC and BANC Transmission Planners, Transmission Owners, Transmission Operators, Generator Owners, Generator Operators, and Resource Planners into the Planning Authority requirements.
• Creates and maintains documentation for the Planning Authority to meet the reliability standards for NERC, WECC and other regulatory authorities or governmental agencies as required.
• Develops the processes and procedures needed to communicate, coordinate and integrate the TANC and BANC information into the Planning Authority requirements.
• ollect and store in data in a designated repository on the government network as designated by the Operations and Planning department. Information will include the following: (not an all-inclusive list)
• Transmission facility characteristics and ratings from the Transmission Owners, Transmission Planners, Transmission Operators, and others.
• Demand and energy end-use customer forecasts, capacity resources, and demand response programs from Load Serving Entities and Resource Planners.
• Generator unit performance characteristics and capabilities from Generator Owners and others.
• Long-term capacity purchases and sales from Transmission Service Providers
• Coordinates TTC values with Transmission Planners and neighboring Planning Authorities.
• Integrates and verifies that the respective plans of the Resource Planners and Transmission Planners meet Reliability Standards
• Coordinates the plans for the interconnection of facilities to the bulk electric system within the Planning Authority Area with Transmission Planners and Resource Planners.
• Assists in the coordination of transmission system protection and control, including special protection systems, with Transmission Planners and other Planning Authorities, Generator Owners, Generator Operators, Transmission Owners, Transmission Operators, Reliability Authorities, and Distribution Providers.
• Coordinates with its Reliability Authority and other Planning Authorities on reliability issues, as appropriate
• Responsible to assess and publish industry trends (demands, transmission and resources) within the Planning Authority Area.
• Gathers data and develops reports, as requested or required by Standards Developers, Compliance Monitor, Regional Councils, NERC, regulatory authorities, government agencies, TANC and BANC and other utility Planning Coordinators, Transmission Planners, Transmission Owners, Transmission Operators, Generator Owners, Generator Operators, Resource Planners, and others as required.
• Develops and maintains NERC and WECC data required for audits, which include yearly self-audits, spot check NERC and/or WECC audits, on site and off site NERC and WECC Compliance Audits. This includes creating, maintaining and updating as required the NERC Reliability Standard Audit Worksheet (RSAWs) for the Planning Authority.
• Provides backup documentation required for the NERC and WECC audits
• Monitors the implementation of the transmission and resource plans, including tracking of generating capacity, demand program, and transmission in-service dates. The contractor will also evaluate the impact of revised transmission and generator in-service dates on the transmission and resource adequacy.
• Monitors NERC and WECC Reliability Standards for updates and changes to the requirements for the Planning Authority
• Notifies and coordinates any updates or changes to the NERC or WEEC Reliability Standards with TANC and BANC Transmission Planners.
• Supplies reports and data requirements as required to the Operations and Planning department, to meet the obligations of the Planning Authority. The reports and data requirements will be provided in a timely manner to meet the requirements of NERC and WECC and other agencies as appropriate. Time frames are dictated by NERC, WECC and other agency data requests.
• Supplies the reports and data in multiple formats including Microsoft Word documents, Microsoft Excel spreadsheets, NERC RSAWs and other methods as required.
• Supports project management and business process and procedure execution for Interconnection and Transmission Service Requests, in accordance with WAPA’s Open Access Transmission Tariff, General Requirements for Interconnection, and associated business practices and processes. Such support shall include but is not limited to receipt and processing of customer applications, scheduling and facilitating internal and external customer project meetings, updating documents for posting to OASIS, development of associated contracts, records management, development of related presentation materials, and similar functions associated with interconnection and transmission services.
• Develops and maintains process and procedure documents for SNR Interconnection and Transmission Services in accordance with WAPA’s Open Access Transmission Tariff, General Requirements for Interconnection, and associated business practices. Coordinates and integrates such processes and procedures cross-functionally among SNR offices including but not limited to Maintenance, Contracts, and Finance to ensure alignment with other business lines. Similarly, coordinates and performs the review of process and procedure documents of other SNR offices with respect to their integration with Interconnection and Transmission Service activities.
• Support, review, update, and development of tariff documents and associated business practices supporting Interconnection and Transmission services.

Qualifications:
• Must be a United States citizen
• Ten years minimum experience with NERC and WECC Planning Authority Requirements
• Senior level experience in communication, coordination and integration of respective plans of TANC and BANC transmission planners, transmission owners, transmission operators, generator operators and resource planners
• Must have an in depth knowledge of transmission system operation and planning.
• The contractor must have an understanding of the NERC and WECC Reliability Standards and be able to analyze the standards keeping the Planning Authority up to date with changes and modifications made to the Standards.
