Job Description: Wyandotte Services, Wyandotte, OK has an immediate requirement to provide an experienced Physical Security Systems Specialist, on contract for the U.S. Department of Energy, Western Area Power Administration (WAPA), Lakewood, CO.

Background
WAPA’s statutory mission is to market and deliver cost-based hydroelectric power and related services. WAPA’s service area covers 1.3 million square miles. WAPA’s wholesale power customers provide service to millions of consumers in 15 western states. WAPA operates and maintains 17,033 miles of transmission lines, 300 substations and other related facilities.
Scope
The candidate shall provide support services to the Office of Security and Emergency Management and in the development of WAPA’s security and agency specific policies, including; physical and protective security policies.
The candidate will perform scheduled reviews of WAPA’s Security for efficacy of policy, procedures and compliance in order to establish standards and practices while comparing them to other activities throughout the Department of Energy.

Summary of Tasks
• Serves as a physical security subject matter expert and provides program-level customer support. Assists with strategic deployment of security remediation and enterprise physical security measures and configurations.
• Develops design concepts and specifications for security countermeasures: video surveillance and analytics, access control and traffic management, detection and alarm, barrier and denial, and other physical security protection systems.
• Provides physical security recommendations to meet and maintain compliance with government and industry security standards and regulations including: Department of Energy orders, Interagency Security Committee standards, Homeland Security Presidential Directives, North American Electric Reliability Corporation standards.
• Prepares, reviews and manages technical documents, drawings, acquisition documents, and project management documents for systems, components and services.
• Prepares cost estimates for procurement and installation of security measures and systems.
• Manages, maintains, inventories and deploys mobile security systems.
• Evaluates and recommends commercial (COTS) applications and products. Advises on integration and performance standards. Conducts research and post-installation testing and analysis of systems.
• Maintains active liaison with security industry and external agencies. Researches evolving threats and countermeasures applicable to WAPA. Advises on implementation of Federal and industry standards into WAPA business and systems.
• Trains managers and end-users on security system operation; provides occasional system support, including on-site basic troubleshooting.
• Maintains electronic inventories of security hardware, software, product documentation and project drawings.
• Prepares and delivers technical and program reports and presentations.
• The candidate completes tasks in a professional manner and within the timeframe requested.
Travel throughout the Western U.S. to participate in customer project meetings; evaluate, configure, and troubleshoot systems; and perform site security surveys.

Skills/Qualifications:
• Five years’ experience in physical security including site protection design and risk mitigation.
• Three years’ experience managing security programs or projects
• Must have knowledge and demonstrated experience in:
o Physical security principles and operations.
o Security systems, technical countermeasures, and designing defense in depth.
o Critical infrastructure protection techniques, theories and physical security hardware and software requirements.
o Reading and interpreting basic architectural, electrical and network engineering drawings.
o Physical security management/information systems (SMS/PSIM) and systems integration techniques and standards.
o Network infrastructure requirements for security systems.
o Networked video surveillance, detection and recording systems.
o Working with both government and commercial security organizations to develop system hardware and performance requirements.
o Cost estimating.
o Microsoft Visio and Excel.
o Must be a US Citizen
