Job Description: Wyandotte Services, Wyandotte, OK has an immediate requirement to provide an experienced Maintenance Engineering Project Manager for The Western Area Power Administration (WAPA), Rocky Mountain Region (RMR). Contractor to perform Project Management duties at WAPA’s RMR Office. The required services are in support of RMR’s Maintenance organization located in Loveland, Colorado.

Background
WAPA, part of the U.S. Department of Energy (DOE), is a Federal power marketing administration that markets and delivers reliable, cost-based hydroelectric power and related services within a 15-state region. The RMR serves preference customers in Colorado, Wyoming, Nebraska and Kansas. RMR also services the Colorado River Storage Project Management Center (CRSP-MC) in Salt Lake City, Utah. The CRSP-MC provides transmission services to facilities in Arizona, New Mexico, Colorado, Utah, Texas and Wyoming. RMR’s mission includes maintenance and operation of the high-voltage transmission system including 80substations and over 5,400 miles of high-voltage power lines.

Scope
The contractor shall serve as an expert project manager for implementation of an enhanced vegetation management process; assessment, improvement, and implementation of physical security remediation process; and other projects as assigned. Duties are in support of RMR’s Vice President of Transmissions Asset Management and RMR’s Maintenance Engineering Manager.

Summary of Tasks
The candidate will be responsible for Planning, Evaluating, Staffing and Implementing projects. They will provide technical expertise and advice as required. The candidate will:

• Define the scope of the project in collaboration with management, organizational stakeholders, and subject matter experts, and produce artifacts such as a project charter, requirements specifications, and a project management plan.
• Create a detailed work plan which identifies and sequences the activities needed to successfully complete the project.
• Determine the resources (time, money, workers, equipment, etc.) required to complete the project.
• Develop a schedule for project completion that effectively allocates the resources to the activities.
• Review the project schedule with senior management and all other staff that will be affected by the project activities; revise the schedule as required.
• Determine the objectives and measures upon which the project will be evaluated at its completion.
• In consultation with management, staff the project with individuals who have the appropriate skills for the project activities.
• Ensure that all project personnel receive appropriate orientations and updates regarding the project.
• Execute the project according to the project plan.
• Follows organizational norms to document project activities and status.
• Document and track through the project’s life cycle the project issues and risks.
• Set up files to ensure that all project information is appropriately documented and secured.
• Monitor the progress of the project and make adjustments as necessary to ensure the successful completion of the project.
• Establish a communication schedule to update management, stakeholders, and other staff in the organization on the progress of the project.
• Review the quality of the work completed with the project team on a regular basis to ensure that it meets the project standards.
• Learn utility industry domain knowledge and apply to project work.
• Ensure that the project deliverables are on time, within budget, and at the required level of quality.
• Evaluate the outcomes of the project as established during the planning phase.
• Communicate the project outcome with a project closure document that includes lessons learned, etc.
Skills/Qualifications:

The candidate must possess the following:
• A minimum of 5 years of experience in project management, risk analysis, quality management, budgeting and cost control and
• A minimum of 3 years of experience scheduling of tasks and working with field craft, equipment vendors, and contractors.
• Proficient in using project management software tools
• Successful candidate will have exceptional verbal and written communication skills and be able to work independently, be organized and able to work in a fast paced, team environment.
• A Bachelor’s Degree in related field
• Good interpersonal, negotiation, and problem solving skills
• The ability to plan, prioritize, and be detail oriented.
• Demonstrated experience in creating, improving, and implementing process improvement strategies

The following qualifications are preferred:
• PMP certification
• Lean Six Sigma Certification or Training

Must be a US Citizen

Candidate may be required to travel occasionally within the RMR or possibly to other western US states, to attend team meetings or training events, work with sub-teams, perform internal and external benchmarking, research potential tools, etc.
