Job Description: Wyandotte Services - On Contract to WAPA - Folsom, CA

Background: Western Area Power Administration’s (WAPA) statutory mission is to market and deliver cost-based hydroelectric power to the Central Valley Project and other customers, and provide other related services. Western’s service area covers 1.3 million square miles. WAPA’s wholesale power customers provide service to millions of consumers in 15 western states. WAPA operates and maintains 17,033 miles of transmission lines, 300 substations and other related facilities. Must be a US Citizen.

Overview

The Contractor shall provide support to the environmental department in performing various environmental compliance activities. In performance of these duties, the Contractor will coordinate with Western’s Natural Resources and Maintenance/Construction staff as the project scope and definition is determined. The Contractor shall provide the environmental compliance services as directed by the COR and CO. These services may include assistance with the preparation of other documentation required by environmental regulations, DOE, and Western guidance and policies.

The duties and responsibilities of this position are:
•Provides technical expertise and assistance as needed in the identification, planning, review, and execution of site investigations, sampling/lab analysis, documentation maintenance, and remediation plans to remove any hazardous and/or toxic wastes on SNR owned or operated property in accordance with all applicable Federal, State, and local environmental laws.
•Interprets and assists in preparing appropriate guidelines for the use, storage, handling, and disposal of hazardous materials and chemicals used by Western employees and/or contractors in accordance with Federal, State, and local environmental requirements
•Interprets and assists with the pollution prevention program and goals
•Conducts audits and appraisals to measure and evaluate environmental conditions at facilities and develops remedial measures to comply with audit findings
•Provides support for meeting California Air Resources Board (CARB) regulations, ensuring diesel vehicles are in compliance, sulfur hexafluoride (SF6) gas is properly reported, and new air regulations are reviewed and incorporated into SNR programs, as appropriate
•Reviews and prepares guidance for Western’s engineering, operation and maintenance, construction plans, specifications, and operating procedures, to ensure that environmental requirements are incorporated
•Coordinates and communicates compliance activities with representatives of private and public agencies
•Reviews existing, proposed, and new regulations in the environmental compliance field to determine their applicability and develops methodologies for solving the problem.
•Provides support by acquiring required permits under Federal, State, and local law.
•Responds to and provides technical consultation in the event of spills or other incidents. Evaluates the extent of the problem and develops methodologies for solving the problem
•Uses computer and hard copy filing systems to track the above mentioned tasks.
•Educates users in the latest procedures, guidelines, and/or regulations in agreement with all applicable Federal and State laws
•Provides environmental compliance support training to staff, as appropriate
•Prepares information, maps, and updates to Hazardous Materials Business Plans (HMBPs) for various SNR facilities
•As workload needs and/or requirements change, the contractor shall assure that the Environmental Compliance Specialist is appropriately cross-trained so that key procedures and duties will continue to be supported
•Develop and Maintain Standard Operating Procedures. Provide annual review and updated as needed
•Intermediate proficiency and knowledge of Microsoft Excel and Word
•Strong organizational skills
•Effective communication skills
•Very detail oriented

Minimum Requirements
•3 to 4 years experience in environmental planning work.
•Experienced in professional level technical writing
•Experience with environmental impact assessments and NEPA review involving construction projects (preferably in the Electric Utility Industry)
•Experience coordinating with other agencies at the State and/or Federal level
•Must be a US Citizen

Certifications
•Bachelor’s degree or equivalent in Biology, Natural Resources Management, Environmental Engineering, or a similar field
