Job Description:
Wyandotte Services, Wyandotte, OK has an immediate requirement to provide an experienced Emergency Management Specialist for a long-term contract for the U.S. Department of Energy, Western Area Power Administration, Lakewood, CO.

Background
Western Area power Administration’s statutory mission is to market and deliver cost-based hydroelectric power and related services. Western’s service area covers 1.3 million square miles. Western’s wholesale power customers provide service to millions of consumers in 15 western states. Western operates and maintains 17,033 miles of transmission lines, 300 substations and other related facilities.

Scope
The candidate will provide support services to the Office of Security and Emergency Management and in the development of Western’s security and emergency management program and agency specific policies, including; physical and protective security policies, Continuity of Operations Plans (COOP), Occupancy Emergency Plan (OEP), training plans and readiness response plans.

Summary of Tasks
• Establish a formal Western Emergency Operations Center (EOC) that consists of the Incident Command System (ICS) structure.
• Provide the EOC plans, which identifies the locations, the required equipment and the coordination on a Western EOC applicable to governmental standards including but not limited to DOE, DHS, and Federal Continuity Directives as well as industry accepted practices, incorporating other PMA/Energy Sector type operations.
• Provide for the Annual functional exercise incorporating appropriate Western elements in an effort to test emergency and security readiness and response capabilities. The candidate develops, coordinates and submits an executable plan 60 days prior to the date of the exercise. Each exercise shall include a contractor prepared after action report and after action executive summary delivered within two weeks after the exercise;
• Perform an assessment of Western’s Essential Records Program as it relates to the COOP plans and other emergency management plans and procedures as needed. Conduct annual reviews of essential records.
• Provides updates to the Essential Records Plan and Program in approved formats in accordance with DOE, DHS and NARA requirements.
• Coordinate and provide updates to COOP plans, OEP plans, Emergency Response Assurance Plan and EM policy and procedural documents annually, but sooner where dictated by changes in content, methodologies or mission requirements;
• The candidate acts as the focal point to track and document a listing of updates to existing agency COOP plans, OEP Plans, and EM policies to be specifically tailored for Westerns mission and resource in accordance with DOE, DHS NTAS, SSAs and ESF requirements.
• Coordinates and provides training of Western’s approved COOP plans, OEP plans, EOC training, EM policy and procedural documents annually, or as dictated by changes in content, methodologies or mission requirements to Western employees;
• Schedules, conducts, tracks, and documents all required training based on existing agency COOP plans, OEP Plans and EM policies.
• Candidate shall provide expert level customer support and complete tasks in a professional manner and within the timeframe requested.
Skills/Qualifications:
• Five+ years of extensive knowledge and training in federal emergency management programs to support the organization is required.
• Current Level 1 FEMA Continuity Practitioner Certification required.
• Must have knowledge and demonstrated experience in the following:
o Federal Continuity Directives (FCD) 1 and 2
o Federal Occupant Emergency programs (OSHA Standard 29 CFR 1910.157)
o The National Incident Management System (NIMS)
o National Infrastructure Protection Plan (NIPP)
o Presidential Policy Directive (PPD) 40
o Relevant rules governing Sector Specific Agency plans (SSA’s)
o The Federal Incident Command System
o The National Terrorism Advisory System
o Industry standards in organizational Emergency Management programs
