Telecommunications Engineer

On Contract to Western Area Power Administration/Sierra Nevada Region - Folsom, CA
Required education:
Bachelors in Electrical Engineering or Electronics Engineering
Required experience:
Ten Years’ Experience in High Voltage Utility Industry preferred (or other critical infrastructure telecommunications)
Background: Western Area Power Administration’s (WAPA) statutory mission is to market and deliver cost-based hydroelectric power to the Central Valley Project and other customers, and provide other related services. Western’s service area covers 1.3 million square miles. WAPA’s wholesale power customers provide service to millions of consumers in 15 western states. WAPA operates and maintains 17,033 miles of transmission lines, 300 substations and other related facilities. This position will provide Telecommunications Engineering services to the Sierra Nevada Region (SNR) of WAPA in Folsom, CA.
Summary: The Telecommunications Engineer (TE) ensures correct, efficient and effective operation of data telecommunications equipment and systems within SNR. The TE will perform technical support, configuration, and support of troubleshooting efforts, including reliability analysis, planning, preparing installation drawings, design, and contract review.
Scope of responsibilities:
• Design of telecommunications systems for new facilities and enhancements and upgrades of existing facilities and networks.
• Effectively evaluate a variety of telecommunications systems including PBX and SIP/VOIP phone systems, fiber, microwave, SONET, carrier Ethernet and MPLS, UHF, VHF, and copper cable.
• Effectively evaluate systems and optimize each installation based on the optimal communication solution in different circumstances, including space and power requirements.
• Estimate future growth and advancement of existing systems and propose new and enhanced solutions.
Qualifications:
• Minimum of 10 years’ experience in high voltage electric utility industry, telecom industry, or critical infrastructure
• Specific experience includes at least one of the following: PBX, SIP, or VOIP phone systems, microwave radio systems, carrier Ethernet and MPLS, fiber optic systems, or mobile radio systems
• Familiarity with modern communication systems and able to optimize solutions
• Familiarity with construction and installation contracts, providing expert assistance and interpretation
• Able to work with outside agencies and coordinate work efforts
• Experience working with technical and non-technical personnel in a team environment
• Communication skills enabling, upon request, clear presentation of solutions to management with experience to provide answers to questions
• Familiarity with diagrammatic representations such as block diagrams, schematics, able to demonstrate existing and proposed solutions
