Job Description: Wyandotte/Bearskin Services, Wyandotte OK has a potential opportunity to provide experienced Network Management Systems Administrator – Specialty Area 48 for the Naval Air Warfare Center Aircraft Division (NAWCAD), Information Technology/Cybersecurity (IT/CS) Department (7.2), Base Telephone Office (BTO). The principal place of performance will be Patuxent River, MD, St. Indigoes, Webster Field, Solomons Island Annex and commercially leased space in Hollywood and California, MD.

SUMMARY
This candidate is responsible for Network Management Systems support (NMS) for Voice Telecommunications Services (VTS), Low Bit Rate Video (LBRV) circuits and long haul data communications links for the IT/CS customer community, which includes the Naval Air Systems Command (NAVAIR), Washington Liaison Office (WLO) and Washington Planning Center (WPC), Naval Air Warfare Center Aircraft Division (NAWCAD), Naval Air Station (NAS) Patuxent River, NAS based Tenants, NAWCAD Webster Field MD, NRC Solomon’s Island and other Naval activities with whom the command may be required to establish voice communications in support of its mission.

This effort includes telecommunications network support services necessary for the day-to-day operation, administration, and maintenance of a Government owned and managed telephone system comprised of a Lucent Technologies 5 Electronic Switching System (5ESS) digital central office circuit switching system, seven (7) Optical Remote Modules (ORMs), approximately 30,000 Integrated Services Digital Network (ISDN) and analog phone lines, approximately 16,000 voicemail accounts and Defense Information Systems Agency [DISA], Local Exchange Carrier [LEC] and NAS Patuxent River provided circuits.
SCOPE OF WORK
The candidate will provide Network Management Systems support tasks to include:
a) Update Base Telecommunications System data including moves, adds, changes, and deletes of telecommunications equipment.
b) Receive service trouble reports from the Telecommunications Service Coordinator and assign responsibility for correction.
c) Generate periodic reports from the NMS on traffic loading, billing, trouble reports, maintenance, and customer service.
d) Enter, monitor, and assign data for cable plant management.
e) Enter, monitor, and track switch office equipment records.

The candidate will provide Telecommunication Service Coordination support tasks to include:
a) Coordinate all service requests for the BTO.
b) Coordinate with the NMS Administrator in support of the day-to-day operation of the network management system including providing assistance in making assignments for corrective action between the various on-site agencies.
c) Review all maintenance actions on telecommunications equipment.
d) Coordinate with onsite switch technicians on performance of the installed 5ESS switch.
e) Coordinate with equipment technicians in their daily assignments.

The candidate will assist with Telecommunications System Design documentation that incorporates system design and project plans that address NAWCAD or other naval facilities requirements in conformance with Navy and industry standards. At a minimum, the documentation shall include:
a) Site Requirements
b) Switch Technology
c) Number of Ports (Wired/Equipped)
d) Station Features
e) Special Purpose Trunks
f) System Integration/Interface Requirements
g) Maintenance Requirements
h) Personnel System Management/Attendant Operations Training

The candidate will provide Telecommunication Systems Architecture and Connectivity requirements support. Tasks shall include:
a) Conduct reviews of local area telecommunication systems architecture as specified by this contract to ensure adequacy of communication channel bandwidth/data rate capacity necessary to support the communications requirements with other Naval facilities and identify shortfalls
b) Identify current and projected telecommunications systems and equipment necessary to meet communications requirements with Naval facilities with whom the command may be required to establish voice communications in support of its mission. An analysis of external connectivity requirements with the DISA and commercial carriers shall be conducted to ascertain adequacy of the Government owned telecommunications facility. This includes switching equipment, inside, and outside cable plant. Recommendations for modification or expansion of these facilities shall be provided with estimated cost data.

The candidate will provide Technical Evaluation and Market Analysis Studies support. Tasks shall include conducting analysis and documenting of existing Naval Facility telecommunication services and conducting surveys and documenting new switch and voice technology procurements. These studies shall, at a minimum, include replacement system estimated costs and options, cable plant options, and estimated cost, logistics support options, and possible technical problem areas with the various proposed options. Conduct telecommunication studies to determine current and planned operational requirements; validate user requirements and existing capabilities for telecommunications facilities.

The candidate will support the BTO in long range planning in support of the current 5ESS platform and potential future transitions to evolving technologies (i.e., VOIP). Tasks shall include:
a) Maintain drawings and plans for current telecommunications distribution system.
b) Provide administrative support for long range planning in the operation of the Base Telecommunications System.

EXPERIENCE/EDUCATION:
• The minimum educational requirement is a B.S. or B.A. degree or equivalent combined education; training and hands-on (OJT) experience may substitute for industry certifications.

• Must have Active SECRET CLEARANCE
