Wyandotte Services has an immediate requirement to provide an experienced Security Analyst II – INFOSEC/Supervisor for a long-term contract supporting the U.S. Department of Energy, Oak Ridge Office, in Oak Ridge TN. Candidate must be a US Citizen. The position requires handling of business sensitive, proprietary, CUI, and classified matter up to and including Secret-Restricted Data. As such, a DOE Q or Top secret clearance is preferred.

Overview

Wyandotte Services provides technical support services for the Department of Energy (DOE) Oak Ridge Office (ORO), Office of Safeguards, Security and Emergency Management (OSSEM) programs. The mission of the support service contractor is to provide an array of site-wide technical security support functions that support security management responsibilities in a secure environment protecting critical national security assets. ORO's management of its S&S Programs is critical to national defense and requires fully qualified personnel to implement security programs that protect its staff, information, technology, facilities, and the public. This position provides technical knowledge and support for the Federal and contractor Classified Matter Protection & Control (CMPC) Program, the Incidents of Security Concern (IOSC) Program under the cognizance of the Department of Energy (DOE), Oak Ridge Office (ORO), Operations Security (OPSEC) program, Technical Surveillance Countermeasures (TSCM) program, Classification program, and Security Awareness program. Functions as a Subject Matter Expert (SME) as well as in an administrative role for the support and development of these programs.

Job Responsibilities

This position reports directly to the Wyandotte Services Program Manager. Functions as Supervisor for Safeguards and Security Support. Primary duties include but is not limited to:
•Review proposed DOE directives for impact on the ORO Classified Materials Protection and Control (CMPC) program
•Assist in preparation and conduct of annual self-assessments of the ORO CMPC Program.
•Review and interpret DOE Orders
•Review ORO contractor CMPC procedures and training materials
•Develop or revise ORO CMPC Manual and standard operating procedures
•Develop or revise ORO CMPC training materials for the CMPC program
•Conduct or assist in the presentation of CMPC training and briefing to Federal or support contractor employees as necessary
•Provide Subject Matter Expert (SME) technical support for Classified Matter Protection and Control (CMPC) and Incidents of Security Concern (IOSC)
•Provide 24/7 response support for IOSC Inquiries for DOE Oak Ridge Operations (ORO), DOE ORO Contractors and Wyandotte Services, Inc.
•Identify deficiencies, draft corrective actions, and disseminate lessons learned for IOSCs
•Review preliminary and final IOSC reports
•Produce IOSC quarterly analysis charts
•Provide quarterly and annual IOSC trending analysis
•Provide weekly IOSC statistics to ORO and Office of Science (OSO)
•Maintain IOSC reporting matrix for DOE ORO and Contractors, OSO and Nuclear Energy (NE)
•Enter IOSC data into the Safeguards and Security Information Management System (SSIMS)
•Conduct CMPC self-assessments
•Conduct IOSC self-assessments
•Write self-assessment reports
•Track CMPC training for DOE ORO and Contractors
•Provide services as a Derivative Classifier (DC)
•Provide services as an Inquiry Official
•Write and review security plans for ORO regarding CMPC interests
•Create Security Spotlights and other awareness materials for ORO distribution
•Performs other duties as assigned

Serves as a subject-matter expert (SME) and liaison for all DOE or other outside surveys and inspections.

Assists with the preparation and conduct of surveys

Reviews DOE directives for impact on areas of responsibilities.

Prepares procedures, plans and programs and training materials related to areas of responsibility.

Compiles and presents statistics, trends, lessons learned, reoccurring report etc.

Knowledge, Skills and Abilities
•Experience and ability to manage schedules, and prioritize for multiple subordinate tasks.
•Effective oral and written communication skills as well as skills in interpersonal relationships. Must have working knowledge of grammar, punctuation, and spelling
•Ability to professionally complete reports and deliverables imposed by the supported clientele and the supervisor in a timely fashion.
•Ability to comprehend, translate and apply DOE Safeguards and Security requirements and directives.
•Ability to handle business sensitive, proprietary, Controlled Unclassified Information (CUI) and classified matter up to and including Secret-Restricted Data
•Ability to provide excellent customer service and deal with different and sometimes difficult types of people.
•Able to operate office equipment (e.g., facsimile machine, copier, and shredder) and effectively use personal computers and associated software to include MS Office and SSIMS.
•Ability to effectively interact with disparate working groups and management levels

Job Requirements
•The position requires handling of business sensitive, proprietary, CUI, and classified matter up to and including Secret-Restricted Data. As such a DOE Q or Top secret clearance is strongly preferred.
•Experience and/or knowledge of DOE security directives/orders and experience assessing programs and maintaining programs in compliance with these directives is a must. DOE report writing experience is a plus.
•Must have completed or be able to complete the training courses listed below:

Physical/Environmental Requirements

Position requires sitting at a computer monitor for long periods, walking, occasional bending, crouching, stooping, kneeling, reaching, turning, and twisting. Position may require climbing stairs and/or ladders, lifting and carrying up to 15-25 pounds.

Work is conducted in various environments. Inside where temperature and ventilation are controlled, and when conducting facility surveys, work may be performed outside where temperatures will vary.
